Municipality of Shelburne Council Passes 2023/24 Budget
Council for the District of Shelburne held a Special Council Meeting on March 27, 2023 to pass the 2023/24 budget. After considering several scenarios presented by staff, Council voted and by a narrow majority, passed its operating budget that will see a 2 cent tax increase to the residential rate and a 3 cent increase to the commercial rate. A home assessed at $100,000 will pay an additional $20 per year and a home assessed at $200,000 will pay an additional $40 per year. Council also increased the sewer rates from $265 to $285 per unit for both residential and commercial, septage receiving was increased from 3.35 cents to 3.6 cents per litre and approved its capital budget in the amount $204,765.
The decision to increase taxes was a difficult one. The Municipality, like so many others, are feeling the pressures of increased costs. In order to maintain or improve services and to meet mandatory legislation required by the Province, a slight increase was approved to help address not only the rising costs but additional pressures placed on the Municipality.
This budget enables services previously provided to be maintained and also enables more services to be offered to residents and the business community to help address needs and to grow the area.
The Municipality will continue to invest in its communities by committing funds to economic and community development projects, including community and business marketing, completing a fire services analysis, replacing key operating machinery at the sewage facility, investing in recreational infrastructure by completing the Welkum Park accessibility upgrades, supporting event development such as the Pumpkin Regatta, providing financial assistance to the Shelburne & Area Chamber of Commerce for the hiring of a new Executive Director, as well as financial assistance in the hiring of an Eastern Shelburne County Accessibility Coordinator, investing in recruiting and retaining healthcare professionals and seeking new opportunities for local healthcare service development, to name a few.
This budget will also address mandatory legislation, by leveraging resources to begin the process of updating the Municipal Planning Strategy and Land Use By-law and responding and adjusting to the impacts of the regulatory changes at the C&D site.
